US and China agree to AI dialogue as Washington proposes incident notification mechanism

US Treasury Secretary Scott Bessent announced that the United States and China agreed to establish an artificial intelligence dialogue following bilateral meetings in New York with Chinese Vice Premier He Lifeng. US Treasury Secretary Scott Bessent announced that the United States and China have agreed to set up an artificial intelligence dialogue following hours of bilateral talks with Chinese Vice Premier He Lifeng in New York. Bessent characterized the discussions, which covered AI, trade, and investment ahead of a summit between US President Donald Trump and Chinese President Xi Jinping, as "very successful."[2][3][5][6][8][13]

During the New York talks, the US proposed creating an AI safety notification mechanism designed to share warnings if AI events threaten national security. The proposed channel, also described by officials and media reports as an AI hotline or incident line, is intended to provide a direct line of communication between the two countries during occurrences involving national security threats, hacking, or autonomous artificial intelligence.[1][2][7][11][12][14][15][16][18]

The proposed notification mechanism was put forward for Trump and Xi to consider at their meeting this week. Bessent said the New York talks also operationalized initiatives originating from earlier talks in Beijing, where a board of trade was formed and artificial intelligence discussions first began.[4][9][10][11][20]
