Trump creates Super Intelligence Force led by Jay Clayton to steer AI policy

Donald Trump announced the formation of the Super Intelligence Force on Sunday to coordinate the federal government's artificial intelligence efforts and maintain American dominance in advanced technology. Unveiled on Truth Social following a White House gathering with leading technology executives, the initiative instructs the federal government to use the term super intelligence instead of artificial intelligence, describing the technological shift as potentially larger than the Industrial Revolution and the internet.[1][7][9][10]

The task force will be led by Director of National Intelligence Jay Clayton, the former Securities and Exchange Commission chair who launched cryptocurrency enforcement actions including the 2020 lawsuit against Ripple. Clayton will head the initiative alongside Federal Trade Commission Chairman Andrew Ferguson, Under Secretary of War for Research and Engineering and Chief Technology Officer Emil Michael, and Office of Personnel Management Director Scott Kupor. The group reports directly to Trump and Chief of Staff Susie Wiles, while David Sacks and Condoleezza Rice are slated to serve as outside advisers, according to the Wall Street Journal as cited by Coin Bureau.[4][7][11][12]

The task force is mandated to coordinate with tech companies, critical infrastructure providers, consumer advocacy groups, and religious organizations, and has been given 120 days to prepare a comprehensive report on the risks and opportunities of the technology. Clayton, who stated during his national intelligence confirmation hearing that artificial intelligence is not only an opportunity but a threat, cautioned that the risk of not being first is high.[2][3][5][7][8]

    Jay Clayton was just named Trump’s AI czar and will lead the new “Super Intelligence Force”… which is interesting to say the least. I interviewed Clayton in 2022, shortly after he left the SEC and the agency sued Ripple over XRP, and then heard him speak in 2023 at a conference. Looking back at those conversations now, it’s interesting how much has changed and what the throughline here could be. In 2022, Clayton told me, “I see digital assets, whether [they are] in the form of a tokenized traditional security, a stablecoin or a new type of asset, being part of our global infrastructure.” He was right about that. He also said that the combination of tokenization and smart contracts could bring efficiency to existing financial infrastructure and create access to additional markets. Again, he was right about that. Then in 2023, while arguing that many tokens would fall under the definition of securities, he said, “The regulatory sector needs to come to grips with the fact that we are going to have interoperability. We are going to have programmable assets operate much more efficiently. That’s going to happen.” He was right about the direction of the technology. But the regulatory classification around a lot of the assets themselves has changed substantially since then, with the SEC and CFTC now classifying a number of major crypto assets as digital commodities rather than securities. While those conversations were about crypto and securities regulation, now the technology in question is AI and Clayton will be responsible for assessing both its risks and opportunities over the next 120 days. Interestingly, during his confirmation hearing for DNI, Clayton described AI as “not only an opportunity but a threat.” He added, when “something is both an opportunity and a threat, you better get your arms around it.” Obviously, crypto and AI are very different technologies. But having reported on Clayton during one of crypto’s biggest regulatory hurdles, I’ll be interested to see how that same focus on technology, infra, regulation and risk carries into his approach to AI.
