US OCC urges community banks to become payment stablecoin issuers
The US Office of the Comptroller of the Currency is encouraging community banks to apply to become permitted payment stablecoin issuers under the GENIUS Act framework ahead of a January 2027 regulatory launch.

The Office of the Comptroller of the Currency (OCC), an independent bureau of the U.S. Department of the Treasury, is encouraging community banks to enter the stablecoin payments market. Following the finalization of rules under the GENIUS Act, the banking regulator announced that interested community banks are encouraged to consider applying to become, or have a subsidiary become, a permitted payment stablecoin issuer.[6][3][2][7]
The push aims to help smaller lenders develop stablecoin capabilities ahead of new federal regulatory licensing requirements. The new federal stablecoin rules under the GENIUS Act framework are scheduled to kick in on January 18, 2027.[5][4][8][7]
According to crypto commentator Lark Davis, the initiative reflects a regulator effort to ensure local institutions participate in on-chain settlement so the stablecoin market is not cornered exclusively by crypto-native companies and Wall Street mega-banks. Davis pointed out, however, that community banking groups remain in court fighting the OCC over crypto charters.[1]

Remember when regulators spent years basically daring banks to touch crypto? Total 180. The OCC is out here actively asking community banks to issue payment stablecoins under the GENIUS Act before it kicks in this January. They want local banks on-chain so the market isn't completely cornered by crypto-native giants and Wall Street mega-banks. Only problem: community banking groups are still in court fighting the OCC over crypto charters.

🇺🇸BIG MOVES: US regulators are building crypto rails from THREE directions. Even with the CLARITY Act stalled in the Senate, regulators keep moving, and the latest steps came on Monday. 1. Local banks could issue their own stablecoins. The OCC is encouraging small community banks to look at issuing digital dollars, with new federal stablecoin rules kicking in on January 18, 2027. 2. Crypto firms are getting federal trust charters. Circle, Ripple, BitGo, Fidelity Digital Assets and Paxos won conditional approval last December to become national trust banks, which can hold customers’ assets but can’t take deposits like a normal bank. 3. Crypto exchanges could register with federal regulators. CFTC Chair Mike Selig says the agency is building an optional way for crypto exchanges to register with federal regulators “while Congress has yet to act.” Kraken’s parent, Payward, also plans to become the first CFTC-regulated firm to run its own markets on Hyperliquid, once approved. Is Washington finally ready for crypto?
