ZetaChain votes to shut down Layer 1 blockchain and migrate ZETA to Solana

ZetaChain has launched an onchain governance vote to permanently halt Layer 1 block production around Dec. 9 and migrate native ZETA tokens one-for-one to Solana as SPL tokens.

ZetaChain is on track to decommission its Layer 1 blockchain as governance voting advances on Proposal 70, which sets Dec. 9 as the target date to switch off the network. The proposal designates block 20,755,000 as the final block, after which no further transactions will be processed and the blockchain will not restart. Voting concludes on Nov. 7, requiring a 40% quorum and more than 50% approval, with Unchained reporting that voting has already cleared quorum with overwhelming affirmative support.[1][3]

Under the migration framework, native ZETA will convert 1:1 into Solana SPL tokens under the existing ticker without the use of an outside bridge. A balance snapshot will record wallets holding 10 ZETA or more at the final block height, including delegated tokens, balances in the 21-day unbonding period, and unclaimed staking rewards. Staking rewards will cease at the halt block, and holders of wrapped ZETA or liquid-staking deposits must unwrap and exit pools prior to the snapshot to be eligible. The ZetaHub claim portal will open Dec. 9 after security firm Hacken publishes an audit of the distribution program, while exchange balances are slated to convert automatically.[1][3]

The transition reflects a strategic pivot toward artificial intelligence, following an earlier approval in principle via Proposal 68 where ZetaChain noted that maintaining an independent Layer 1 no longer benefited its private AI ambitions. Alongside the migration, ZetaChain plans to launch ZetaLabs on Dec. 9 as an AI application for financial markets powered by ZETA for payments, feature access, and product governance. Additionally, the project intends to burn approximately 55 million ZETA from former validator reward allocations in batches through 2027.[1][2][3]

Key facts

  • ZetaChain governance Proposal 70 proposes permanently halting Layer 1 block production at block 20,755,000 around Dec. 9.
  • Native ZETA will migrate 1:1 to Solana as an SPL token under the same ticker with no third-party bridge involved.
  • The ZetaHub migration claim portal is scheduled to open Dec. 9 following an independent security review by Hacken.
  • Wallets must hold at least 10 ZETA at the snapshot to qualify, and staked or unbonding ZETA will count, while wrapped ZETA must be unwrapped beforehand.
  • ERC-20 ZETA on Ethereum remains unaffected by the migration proposal.
  • Voting on the proposal concludes Nov. 7 at 11:12 a.m. ET (16:12:51 UTC).
  • ZetaChain plans to burn roughly 55 million ZETA from former validator reward allocations in batches through 2027.

ZetaChain Proposes Halting Layer 1 Block Production on Dec 9, Migrating ZETA 1:1 to Solana ZetaChain has initiated an onchain governance vote proposing to permanently halt block production on its Layer 1 network on December 9 and migrate native ZETA 1:1 to Solana as an SPL token. The proposal also plans to concurrently launch ZetaLabs, a privacy-focused AI application tailored for financial markets, where ZETA will be utilized for AI service payments, feature unlocking, and product governance. In addition, the project plans to burn approximately 55 million ZETA—originally allocated for validator rewards—in batches throughout 2027. Voting is scheduled to conclude on November 7.

🚨ZETACHAIN PROPOSES SHUTTING DOWN ITS L1 ON DEC 9 AND MOVING ZETA TO SOLANA! @ZetaChain has put Governance Proposal 2 up for vote. If it passes, the Layer 1 permanently stops producing blocks around December 9 and native $ZETA migrates 1:1 to Solana as an SPL token. The same day it plans to launch ZetaLabs, a privacy-focused AI app for financial markets that will use $ZETA for payments, features, and governance. It also plans to burn roughly 55 million $ZETA (former validator rewards) in batches through 2027. Voting ends November 7.

ZetaChain Targets Dec. 9 to Switch Off Its Blockchain and Move ZETA to Solana ZetaChain, a cross-chain blockchain, is on track to retire its own layer 1 around Dec. 9 : the vote on Proposal 70 , which sets that date, has cleared quorum, with nearly every vote a yes. The proposal names the chain’s final block, 20,755,000 , and the mechanics of moving the ZETA token to Solana . “After the halt no transactions are processed and the chain is not restarted,” the proposal reads. Voting ends Nov. 7 at 11:12 a.m. ET, and passing takes a 40% quorum and more than 50% yes. As of 4:48 p.m. ET on Thursday, 256.1 million ZETA had voted yes and about 420 ZETA no, according to the chain’s public tally . Under the Cosmos SDK’s tally code , quorum is measured against all bonded tokens, and 379.9 million ZETA was bonded at the time. That puts turnout at about 67.4% , well past the quorum, by Unchained’s math. Stakers can still vote no until the close. Claims run through a ZetaHub portal that opens Dec. 9 , but only once security firm Hacken has published its review of the Solana program that distributes the new tokens and the claim system. A holder connects the address that held ZETA, then signs a message pointing to the Solana wallet they want paid. Claiming is free and needs no SOL. ZETA would keep its ticker and convert one-for-one into a Solana SPL token, with no outside bridge involved. Staked ZETA doesn’t need to be unstaked: the snapshot counts delegated ZETA, ZETA in the 21-day unbonding period and unclaimed rewards. Staking rewards stop at the halt block. Wrapped ZETA and ZETA deposited in liquid-staking pools sit in smart contracts that no holder’s key controls, so those balances can’t be claimed through the portal. The proposal tells holders to “unwrap and exit pools before the snapshot.” ZetaChain says exchange balances convert without customers doing anything, and each exchange will announce its own timing. ZetaChain’s cross-chain service is already offline: it stopped accepting inbound transfers in June and shut off withdrawals on July 1. Why ZetaChain Is Leaving Its Own Chain Holders backed the move in principle on Sept. 20, when 99.44% of votes on Proposal 68 were yes. In that proposal, ZetaChain wrote that “running our own L1 no longer helps us build private AI,” and that each upstream Cosmos SDK patch needs dozens of validators to apply it. ZetaChain now focuses on AI: Anuma, a private AI app it says has signed up over 300,000 users since February, and ZetaLabs, an app built on Anuma’s technology that goes live Dec. 9 with ZETA as its token. Ethereum layer 2 Blast said in October it is shutting down , and the DATA Network, the blockchain formerly known as Story, plans to shut down its chain and rebuild on Sui . If voters reject Proposal 70, Proposal 68’s approval stands and ZetaChain says it would return with new terms.
