OpenAI signs four Abu Dhabi pacts spanning energy, government and investment
OpenAI has signed four agreements across Abu Dhabi spanning the energy sector, sovereign investment, and public administration as Chief Executive Sam Altman met with Crown Prince Sheikh Khaled bin Mohamed bin Zayed Al Nahyan.

OpenAI has entered four major agreements across the United Arab Emirates spanning government services, energy, and investment. Abu Dhabi Crown Prince Sheikh Khaled bin Mohamed bin Zayed Al Nahyan met with OpenAI Chief Executive Sam Altman and witnessed the signings, which aim to expand artificial intelligence adoption across the emirate and support Abu Dhabi's ambition to become the world's first fully AI-native government.[1][2][7][8][14]
Under one agreement, state energy producer ADNOC partnered with OpenAI and G42, making ADNOC the first energy company globally to deploy OpenAI's frontier technology. With inference infrastructure hosted in the UAE, the system will connect intelligence across operations to assist with field development plans and deploy AI agents to forecast crude oil supply, demand, prices, and margins, while human experts retain oversight of consequential decisions. Altman remarked that AI will transform the economics of the energy sector.[4][5][7][9][11][12][14]
The remaining agreements cover public administration and investment. Sovereign investor Mubadala partnered with OpenAI and G42 unit Inception42 to utilize AI for investment analysis, opportunity identification, and risk evaluation. Inception42 also signed a five-year pact with OpenAI to expand enterprise AI tools across UAE businesses, education, and government agencies. Meanwhile, an AI-native initiative with the Abu Dhabi government will convert public regulations into machine-readable formats for permit processing and compliance checks, with a food import permit pilot already underway.[3][6][7][11][13][14]

🇦🇪🇺🇸 ABU DHABI IS TAKING AI FROM CHATBOTS TO INDUSTRIAL SCALE. Abu Dhabi Crown Prince Sheikh Khaled bin Mohamed bin Zayed Al Nahyan met Sam Altman and witnessed the signing of four agreements with OpenAI spanning government, energy and investment. And one of them could fundamentally change how an energy company operates. ADNOC is now the first energy company in the world to deploy OpenAI Frontier, connecting AI intelligence across its operations so operational, investment and commercial decisions can be made together rather than sequentially. The first applications are striking. Field development plans that can take months could be completed in hours, bringing subsurface, facilities, economic, capital and commercial considerations together simultaneously. The second could change how every barrel is valued. AI agents will continuously forecast supply, demand, prices and margins, weighing the commercial and operational implications of decisions across production, processing, refining, logistics, sales and trading. Human experts will retain oversight of consequential decisions. But this goes beyond energy. Abu Dhabi Government and OpenAI are launching the world's first AI-native Machine-Readable Government initiative, while Mubadala, Inception42 and OpenAI will apply advanced AI to investment analysis, opportunity identification and risk assessment. Government. Energy. Investment. All moving toward AI at scale. Dr. Sultan Al Jaber summed up the ambition: “The next frontier of AI is not simply doing things faster. It is making possible what was previously beyond reach.” And he described what ADNOC is building as: “Industrial AI at scale, pioneered here in Abu Dhabi.” Sources: Abu Dhabi Media Office, Gulf News | Writer: Michael
